The cost is real: you need blue, red, and white open, which means it belongs in a dedicated Jeskai shell rather than a four- or five-color pile where color consistency is harder. Narset, Enlightened Exile decks get the most mileage because she can rebound it, turning a single pump or 4-damage shot into a repeatable threat; Precursor Golem lists love the bounce mode as a way to protect the whole token cluster from a wrath.
