Two mana for a 2/1 plus a Clue is a clean rate; the ceiling rises sharply once you're sacrificing tokens for payoffs.

Jenny Flint is a Commander card through and through — the Clue token she generates on entry is unremarkable in Legacy or Vintage, where the competition at two mana is brutal and incidental investigate doesn't move the needle. In Commander, though, Jenny Flint fits naturally into artifact-token and investigate strategies where each Clue is fuel for sacrifice engines, counters payoffs, or mass-draw spells; the ETB trigger also plays nicely with blink and flicker loops that want repeatable token production. Legacy and Vintage legality is technically there, but no competitive shell is calling for her.
