Ixidor's Will counters a spell only if you control more untapped creatures than the caster — a condition that collapses entirely when you're tapped out or behind on board. At three mana for a conditional counterspell, it asks too much and delivers too little.

In Commander, Ixidor's Will occupies the worst space a counterspell can occupy: conditional and sorcery-unfriendly, in a format where you're often the aggressor with a tapped board. Pauper is the only context where it might see fringe play, since the common card pool is shallow enough that a cheaper condition could be tolerated — but even there, better options exist at the same rarity. Legacy and Vintage have no reason to look at Ixidor's Will when Force of Will and Counterspell exist; it's legal but irrelevant.
