In competitive Legacy and Vintage, it's strictly outclassed by Force of Will, Mana Drain, and free countermagic, so it won't find a home there. Modern and Pioneer are where it gets interesting on paper, but counterspells in those formats are graded on a hard curve: Counterspell costs UU for pure efficiency, and It'll Quench Ya! trades raw power for the draw — a reasonable ask in budget shells or casual play, not a staple.
