Iona's Blessing is legal in Commander, Legacy, Modern, Pioneer, Vintage, and Oathbreaker, but it doesn't compete seriously in any of them. In Commander the four-mana Aura slot is brutally contested — you're up against Equipment that survives removal and Auras with far more raw impact. In Modern and Pioneer the format speed makes a four-mana do-nothing-until-resolved Aura unplayable. Legacy and Vintage are off the table for practical purposes. Iona's Blessing is strictly a casual Commander card, and even there it's a conditional pick.
