Inundate bounces every nonblue permanent on the board — a one-sided reset that leaves blue decks standing while everyone else rebuilds from scratch. Six mana is steep, but the effect is asymmetric enough to close games, not just stall them.

Inundate is a Commander card first and almost exclusively. The format's slower pace lets you reach six mana without falling behind, and four-player tables mean the asymmetric bounce punishes three opponents simultaneously. In Legacy and Vintage it's unplayable — six mana for a sorcery that doesn't win on the spot is nowhere near competitive. Oathbreaker shares enough of Commander's multiplayer logic that Inundate can slot in there too, particularly under a blue planeswalker who benefits from an empty board.

Cheaper options that do most of the same work
Engulf the Shore and Displacement Wave can replicate pieces of what Inundate does at lower mana investment, though neither is unconditionally one-sided the way Inundate is. If the goal is just mass bounce, Cyclonic Rift at instant speed is the upgrade, not the downgrade — but at several times the price, Inundate is the budget option in that comparison, not the other way around.
