Intrepid Stablemaster is a Commander card almost by definition — the tribal payoff for Horse, Pegasus, Unicorn, and Nightmare is narrow enough that it won't crack competitive Modern or Pioneer, where those creature types have no meaningful presence. In Standard it's legal but unlikely to find a home until a dedicated tribal push exists for one of those types. Legacy and Vintage are non-starters for the same reason: the effect is too conditional and too low-power for those formats' threat density. Commander is where Intrepid Stablemaster actually functions: in a Balthier and Fran or Tadeas, Juniper Ascendant shell, it's a three-mana piece of tribal infrastructure that earns its slot.
