Intermediate Chirography is legal in Commander, Legacy, Vintage, and Oathbreaker, but the card was designed for Commander and that's where it actually sees play. In Legacy and Vintage, a three-mana sorcery that buffs creatures at sorcery speed doesn't compete with the raw power of those formats, and the card draw payoff requires a wide battlefield that those formats punish before you assemble it. Commander is the correct home: multiplayer games naturally produce the large creature counts that make the card-draw ceiling high, and Orzhov +1/+1 counter builds have the token generation to exploit every counter placed.
