In Commander, the one-shot pump on a 3/2 body is too low-impact to justify a slot — go-wide decks want Craterhoof Behemoth effects, not a single trigger for three mana. Pauper is the most forgiving environment for Inspiring Bard; aggressive white token strategies can occasionally use the surprise pump to push through lethal damage in combat. Everywhere else, it's outclassed before it hits the table.
