The cost is real: it's an artifact that does nothing the turn it enters, and decks without dedicated untap infrastructure will find it underwhelming compared to cheaper draw spells. In Inspirit, Flagship Vessel shells, though, it's essentially mandatory.

Insight Engine is a Commander card through and through — the singleton format rewards repeatable, on-board engines over one-shot draw spells, and the long game gives it the time it needs to generate meaningful value. In Vintage and Legacy, it's technically legal but competes against a density of cheap, instant-speed draw and broken mana that makes a tap-to-draw artifact simply too slow to see play. Oathbreaker is the one non-Commander format where Insight Engine is worth considering, particularly in blue signatures that can protect or untap it. Outside of those, it doesn't exist competitively.
