Insight is a repeating draw engine that triggers whenever an opponent plays a land with a basic land type — in Commander, that's almost every game, every turn. Legacy and Vintage are the only other formats where it's legal, and neither has any interest in a slow enchantment that requires opponents to cooperate; those formats are too fast and too linear for Insight to matter. In Commander, it fits best in blue or blue-green control shells that want passive card advantage rather than burst draw — the kind of deck that wins late and doesn't need the draw right now.
