Commander is where Ingenious Infiltrator lives — the Ninja tribal density and ninjutsu loops in that format are the only context where it's consistently drawing multiple cards per turn cycle. In Legacy and Vintage it's legal but irrelevant; those formats have no Ninja synergy infrastructure and far more efficient card-draw at two mana. Modern is the same story: Ingenious Infiltrator sees no competitive play there because the tribal support doesn't exist at the required power level.
