Infuse untaps a permanent for a single blue mana — cheap enough to run in any shell that wants to recycle a tapped creature or land on demand. It's a niche role-player, but in Orvar, the All-Form decks it doubles as a copy trigger, which is the only context where it punches above its weight class.

Infuse is legal in Commander, Legacy, Vintage, Pauper, and Oathbreaker, but Commander is the only format where it sees meaningful play.
