In Commander, Induced Amnesia earns its slot as a draw-seven with a meaningful political sting — hitting one opponent's hand while refilling yours shifts a four-player table in ways a simple Wheel of Fortune effect can't. The downside matters less in a multiplayer context because the enchantment rarely survives a full table rotation unexploited, and blue has cheap ways to sacrifice or bounce it on demand if needed. In Legacy and Vintage, the three-mana cost is too slow against the format's baseline tempo; a resolved Induced Amnesia is powerful but you'll rarely untap with it.
