Commander is where Indomitable Archangel does its best work: artifact strategies are ubiquitous, metalcraft is almost always active by turn four, and the shroud effect punishes the targeted removal that dominates the format. In Legacy and Vintage it's legal but irrelevant — four mana for a conditional protection effect is too slow against the interaction density in those formats, and neither has a meaningful artifact-creature archetype that wants it. Modern has artifact synergy decks, but a four-mana 4/4 with a conditional static ability doesn't clear the bar when the format ends games on turns three and four. The card belongs in Commander and basically nowhere else.
