Indigo Faerie turns every permanent you control blue on demand — a narrow but absolute answer to color-protection and color-restriction effects that would otherwise lock you out. The cost is running a 1/1 flier with no other function, which makes it a metagame include rather than a staple, and decks that can copy it with Kiki-Jiki, Mirror Breaker get nothing from the duplicate beyond redundancy.

Commander is the only format where Indigo Faerie earns a slot, and even there it's a meta call — if your table doesn't run Iona, Shield of Emeria or similar color-locking threats, this is a dead card. In Legacy and Vintage it has zero competitive application; faster, more efficient interaction exists at every point on the curve. Oathbreaker is legal but the same logic applies: Indigo Faerie is a reactive answer to a specific problem, and most pods don't present that problem consistently enough to justify the inclusion.
