Impact Resonance is a Commander card through and through — the multiplayer board state it needs to scale (large creatures, varied powers, multiple targets worth killing) is exactly what a 4-player game provides by turn 4. In Legacy and Vintage it's technically legal but irrelevant; competitive lists have cheaper, more reliable removal and no incentive to gamble on a board-state variable. Oathbreaker offers a faster, smaller format where the power ceiling is lower, so Impact Resonance is playable but rarely the best option. Commander is the only format where it earns a slot.
