Illicit Masquerade is a Commander card through and through — the cantrip keeps it from being a dead draw, and the board-wide effect scales with creature counts in ways that one-on-one formats rarely reward. In 60-card competitive formats like Modern and Legacy, a two-mana sorcery that doesn't generate a permanent or close out the game on its own isn't pulling weight, and it won't make those lists. Standard and Pioneer are theoretically open but the same logic applies: there are better ways to spend two mana.
