Ichthyomorphosis strips a creature of all abilities and turns it into a 0/1 Fish — the cheapest and most complete hate you can run at three mana in blue. The catch is enchantment-based removal is permanent but fragile, so it doubles as a liability if your opponent has ways to pop Auras; still, at three mana, the floor of a 0/1 with no text is almost always worth it.

In Commander, Ichthyomorphosis is a passable answer to a problem commander or an indestructible blocker — it removes all abilities, which sidesteps hexproof and protection that would stop hard removal cold. Pauper is where it actually competes at a high level, since the format's creature suite often lives and dies by activated abilities, and a 0/1 Fish with no text is a dead card for the opponent. In Legacy and Vintage it never sees play; those formats have access to Swords to Plowshares and hard countermagic, so a three-mana Aura that can be answered by bouncing the enchantment is simply not on the menu.
