Ich-Tekik, Salvage Splicer is a Commander card through and through — the effect requires a board state, a graveyard loop, and time to develop, none of which competitive Legacy or Vintage gives you. In Commander, it slots cleanly into artifact-sacrifice and Golem-tribal strategies, where the passive trigger fires multiple times per turn cycle across four players' worth of artifact activity. Legacy and Vintage are technically legal formats but Ich-Tekik asks for too much setup to compete at those tables.
