Ice Over taps a permanent and locks it down for as long as the Aura sticks — no untap step, no negotiation. Two mana for a hard freeze on any nonland permanent is clean, but enchantment-based removal is the most fragile kind, and Ice Over doesn't replace the permanent or generate tempo beyond the lockdown.

In Commander, Ice Over occupies the low end of the blue removal shelf — it handles anything from a planeswalker to a combat-step threat, but a single Naturalize effect undoes it and returns the problem. Pauper is where Ice Over earns real respect: at common, permanent-tap effects are scarce, and two mana to neutralize a key blocker or engine piece is a legitimate play. In Legacy, Modern, and Pioneer the competition is steep enough that Ice Over rarely sees the table — Control shells have hard removal and bounce that doesn't leave a target on the battlefield. Vintage is the same story. It's legal across those formats but outclassed in all of them.
