In Modern and Legacy, a six-mana 7/7 that does nothing the turn it enters is simply too slow; the formats have ended games before you'd ever untap to activate. Pioneer sits in the same category: the card is legal but irrelevant against the format's fast threats and efficient interaction. Oathbreaker could theoretically support it in a ramp shell, but the 20-life starting total shrinks the window considerably. Stick to Commander.
