Hurly-Burly wipes the board of all flying creatures or all non-flying creatures for two mana — choose the mode at cast time based on what's threatening you. It's a narrow sweeper that earns its slot only when your meta is saturated with one creature type or the other, and falls flat the moment the table runs mixed boards.

In Commander, Hurly-Burly fills a specific niche: cheap, asymmetric sweeper that leaves your ground army intact when flyers are the problem, or clears tokens and utility creatures when you're the one running dragons. Legacy, Vintage, and Modern all have access to it, but none of them want it — Engineered Plague, Wrath of God, and Terminus handle the job more completely without the mode restriction.
