Hungry Ghoul is legal everywhere but relevant nowhere outside Commander. In Pauper or any constructed format, a two-mana 1/1 with a slow, conditional growth clause doesn't survive the density of threats competing for the same slot. In Commander, it lands in exactly one niche: Zombie tribal decks with high creature turnover, where the counter accumulation can eventually produce a meaningful beatstick. Even there, it's a fringe inclusion — most Zombie lists have tighter payoffs for the same death triggers.
