Howl of the Hunt puts +1/+1 counters on every creature you control the moment it resolves — at instant speed, for three mana, with the option to pay more and pump harder. In Tovolar, Dire Overlord decks specifically, that's a board-wide alpha strike enabler that doubles as a combat trick.

Tovolar, Dire Overlord
Tovolar, Dire Overlord wants to attack with a wide pack of Wolves and Werewolves, and Howl of the Hunt turns a mediocre board into a lethal one at instant speed — cast it in your declare-attackers step and opponents won't see the damage until it's too late.

Howl of the Hunt is a Commander card through and through — the across-the-board pump only scales when you're running a creature-heavy tribal or token strategy, and those live in the 100-card format. In Pauper it's legal but competes with cheaper, more targeted pump spells that fit aggro and tempo shells better. Legacy, Modern, and Pioneer all have access to it, but a three-mana sorcery-speed-by-default pump spell doesn't clear the bar in any of those formats — you're paying more for less reliable impact than dedicated combat tricks offer.

Price Context
Current price
$0.14 bulk tier
At $0.14, Howl of the Hunt is deep bulk — you can pick up a playset for less than a pack of sleeves. Bulk commons and uncommons at this price point rarely move unless a deck goes viral, so don't expect the price to change.
