Hostility replaces every burn spell you cast with a swarm of 3/1 Elemental tokens — one per damage that spell would deal — effectively turning Lightning Bolt into three 3/1s and Pulse of the Forge into a repeating token factory. Six mana is a real ask, but the payoff is immediate and board-warping the turn it resolves.

Commander is where Hostility actually belongs — the format's slower clock gives you time to land a six-drop, and red burn-spell commanders turn it into a one-card army. Legacy and Vintage are legal on paper, but a six-mana creature that does nothing until you cast another spell can't compete with those formats' speed. Modern is technically legal but practically unplayable for the same reason. Hostility is a Commander card through and through.
