Horror of Horrors gives your entire team regeneration and swings combat math in your favor — the cost is paying one black mana and sacrificing a Swamp, which in any black deck running basics is trivially manageable. In Commander, Horror of Horrors fills a real gap — regeneration as a repeatable, team-wide effect on an enchantment is unusually resilient, and black decks loaded with basics can fire it several times in a single turn cycle. Legacy and Vintage have access to it but the five-mana enchantment is far too slow for those formats, where the game is often decided before it resolves. Modern is legal but similarly hostile to five-mana do-nothings that don't immediately win; Horror of Horrors won't see play there. Commander is where it lives, specifically in mono-black or heavily black shells that can sustain the Swamp sacrifice without losing meaningful mana.
