Horobi's Whisper card art
Horobi's Whisper is a two-mana instant that destroys target creature outright — no targeting restriction, no power ceiling — and the arcane subtype means it can be spliced onto future spells to do it again for free. The catch is that splice requires black mana and additional arcane spells to chain, which keeps it out of most decks and firmly inside Arcane-focused black builds.

In Commander, Horobi's Whisper earns its slot in Arcane-matters builds where the splice mechanic compounds value across a single turn — chaining it onto Kodama's Reach or any black arcane spell turns two cards into two effects plus a free kill. Outside of that shell it's just a slightly conditional two-mana removal spell, which is good but not exceptional in a format where Snuff Out and Doom Blade exist. In Pauper, it's legal and theoretically playable in Reanimator or black-heavy control, but the splice payoff is harder to assemble with a 60-card singleton-free list, and most lists just run cheaper unconditional removal. Legacy and Vintage have it legal but ignore it entirely — the power ceiling of those formats makes Horobi's Whisper invisible.
