Horn of the Mark is a Commander card — the 100-card singleton environment is where its slow, cumulative token generation has room to matter, and attack-trigger commanders give it a genuine home. In Legacy or Vintage it's legal but irrelevant; three mana for a do-nothing-until-combat artifact doesn't compete with those formats' speed. Oathbreaker is the one non-Commander 60-card format where it could appear, but only in dedicated token or go-wide builds with a compatible planeswalker commander.
