Hope Against Hope turns a creature into a massive threat by stacking +1/+1 counters equal to the number of creatures you control — the bigger your board, the bigger the swing. Two mana for an aura that scales with your army is real, and in token-heavy or go-wide Commander builds it routinely makes a 10/10 or larger out of nothing.

In Commander, Hope Against Hope belongs in go-wide strategies where you're regularly deploying four or more creatures — token decks, aristocrats shells, and swarm builds that want a single threat to punch through. The ceiling is high and the floor is low: on an empty board it's a two-mana +1/+1 counter on one creature, which is unplayable, so it needs density to justify the slot. In Legacy, Modern, and Pioneer it's fringe at best — creature-light interaction packages invalidate it, and dedicated Aura strategies have more reliable payoffs that don't depend on board state. Oathbreaker mirrors the Commander dynamic; bring it when your planeswalker plan involves flooding the board.
