Holy Strength is legal in Commander, Legacy, Modern, Vintage, Pauper, and Oathbreaker, but legal doesn't mean playable. In Commander, a one-mana aura that draws no cards and replaces itself with nothing is a liability — you're down a card the moment any opponent removes the creature. Pauper is the only format where cheap white auras see any fringe use, but even there Holy Strength loses out to options that cantrip or pump more aggressively. In Legacy and Vintage, the card simply doesn't exist competitively.
