Holy Strength is legal in Commander, Legacy, Modern, Vintage, Pauper, and Oathbreaker, but legal doesn't mean playable. In Commander, a one-mana aura that draws no cards and replaces itself with nothing is a liability — you're down a card the moment any opponent removes the creature.
