Holy Mantle is a Commander card through and through — the four-mana investment makes sense when you're paying it once and protecting a general that wins the game on contact, not in a 60-card format where it would rot in hand. In Modern and Pioneer it's legal but irrelevant; Bogles-style decks have cheaper, more redundant options at every point on the curve. Legacy and Vintage have the same problem at higher power levels, where four mana for a tap-out enchantment doesn't compete. Commander is the one format where the tempo math works: one card protects one threat for the rest of the game.
