Commander is where Hollowhenge Overlord actually lives — the token payoff scales with land counts that naturally climb into the teens by the late game, and tribal Wolf synergies are dense enough to justify the eight-mana ask. Legacy and Vintage have it on the legality list, but eight mana for a creature with no protection is a non-starter in either format; it will never see meaningful play there. Oathbreaker is legal and theoretically playable in a Wolf-focused build, but the smaller starting life total and faster pace make the mana investment harder to justify. Stay in Commander.
