In Commander, Hoarding Dragon occupies a narrow lane: red artifact decks that want redundant tutor effects and have a plan to exploit the death trigger, or Feldon of the Third Path builds where the downside evaporates entirely. Outside of those shells, a five-mana 4/4 flier that demands your opponent not have removal is far too fragile for the format's 40-life games. In 60-card formats — Modern, Pioneer, Legacy — Hoarding Dragon simply doesn't compete; the artifact tutors available there are cheaper, faster, and don't require you to keep a dragon alive.
