Hindering Touch counters a spell for three mana with no upside — that's the whole card. In a format where Counterspell costs two and Arcane Denial replaces itself, there's no reason to run this.

In Commander, Hindering Touch is outclassed by nearly every other counterspell at the same or lower cost — the format's threat density demands efficiency, and three mana for a hard counter with no rider doesn't clear that bar.
