High Seas taps all creatures without flying at the start of each player's untap step, turning the board into a permanent soft lock for anything that can't get airborne. At three mana for an enchantment, the setup cost is low enough that the taxing effect pays for itself the moment more than one opponent has ground creatures they need untapped.

High Seas is a Commander card — the multiplayer table is where a global tap effect on every player's untap step compounds hardest, since three opponents' worth of locked ground creatures is a completely different proposition than one. In Legacy and Vintage it's legal but irrelevant; three mana for a conditional tapper has no competitive application in those formats when faster, more reliable disruption exists. Oathbreaker is the only other place it's worth a second look, and only in a dedicated flying or evasion shell where your creatures simply don't care about the downside.
