High Market is a Commander staple first and foremost — the ability to sacrifice a creature at instant speed from a land slot is exactly the kind of compressed efficiency that 100-card singleton rewards. In Legacy and Vintage it's legal but sees virtually no play, since those formats rarely want a land that enters untapped yet produces only colorless mana with a niche activated ability. Oathbreaker follows the same logic as Commander: the card is playable in creature-value shells but isn't a format staple. Outside those formats, High Market is simply not legal.
