Five mana to get started is the price of admission, and the card punishes you hard if it gets removed before you've recouped value — but any deck that wants a creature chain from one-drops up to five-drops will find few engines more efficient.

Commander is the natural home for Hibernation's End — five-mana enchantments that pay off over multiple turns are exactly what 40-life, multiplayer games are built to support, and the creature chain it assembles can fill a toolbox role or close out a game depending on what's in the library. In Legacy and Vintage, it's legal but a non-starter: cumulative upkeep on a do-nothing enchantment is unplayable against decks that win on turns one through three. Modern is legal on paper but faces the same fundamental problem — the format is too fast for a five-mana enchantment that requires three or four additional upkeeps to generate real advantage. Hibernation's End is a Commander card through and through, and that's the only context worth building around it.
