Commander is where Heron of Hope earns its slot — lifegain synergy decks are endemic to the format, and the density of Soul Sisters effects, group-hug payoffs, and combo finishers makes the mana acceleration genuinely impactful over a long game. In Pauper it's legal but competes in a format that moves faster than Heron of Hope's incremental value can keep up with. Legacy, Vintage, and Modern have access to far more powerful lifegain engines, so Heron of Hope sits well outside those metagames in practice. Pioneer is the one non-rotating constructed format where a dedicated lifegain shell might find room for it, but the card doesn't show up there competitively.
