At one white mana for a permanent enchantment, the cost is essentially free for any deck already running auras or protection spells.

Heroism is legal in Commander, Legacy, Vintage, and Oathbreaker, but its home is Commander — specifically go-wide white decks that sling auras, buffs, or protection spells across a wide board. In Legacy and Vintage, the effect is too incremental and too easy to answer for competitive lists to care. Oathbreaker can use it in aggressive white shells, but the smaller table size reduces the snowball potential. Commander is where Heroism actually threatens to close games.
