In Pauper it sees the most legitimate play, where common-only card pools make +3/+3 and lifelink a meaningful swing and aggro mirrors make life totals relevant. In Commander, three mana for a single-target aura is a tough sell — the format punishes auras hard because any removal spell turns Hero's Resolve into card disadvantage, and 100-card singleton means you can nearly always find a better threat or protection piece. Legacy and Vintage have the raw card quality to make it obsolete before it resolves.
