Heritage Reclamation is a Commander card through and through — its payoff scales directly with how often your commander changes zones, a dynamic that barely exists in other formats. In Modern and Pioneer the effect is too narrow and too slow; no competitive deck is built around recasting a commander, and a 2-mana do-nothing-until-your-commander-dies enchantment won't see a slot. Legacy and Vintage have access to far more powerful land-fetching tools, so Heritage Reclamation sits well below the bar there. Pauper is its only real alternate home in theory, but commander-centric mechanics don't translate to that format's game plan. Stick to Commander, where the card does exactly what it promises every game.
