Herd Heirloom is a Commander card through and through — the effect scales with the number of creatures you control, and multiplayer combat means the draw trigger fires frequently enough to justify the slot. In 1v1 formats like Modern or Pioneer, a three-mana artifact that draws cards only when you attack is too slow and conditional to compete with dedicated draw spells, and the counter-grant on entry isn't impactful enough to compensate. Legacy and Vintage have zero interest; the raw power ceiling there leaves Herd Heirloom nowhere near the conversation. Standard is the one 60-card home where a counter-matters aggro shell could theoretically use it, but it remains a fringe inclusion at best.
