The effect is too slow and too incremental for Legacy, Modern, or Pioneer, where three mana for a do-nothing artifact on entry will never make a competitive deck. In Commander, the math changes: red creature decks often run 30-plus creatures, and shaving one generic off each while generating card selection every time you discard adds up over a long game. The looting trigger is especially valuable because it's not a may-discard — any discard triggers it, so wheels, Faithless Looting effects, and hand-size discards all draw you a card.
