Commander is where Hate Mirage does its real work — multiplayer combat means more attackers, more tokens generated, and more enters-the-battlefield or attack triggers to stack before end of combat. Legacy and Vintage allow it but offer faster, more resilient ways to win than a combat-step token effect, so it rarely competes there. Oathbreaker is a legitimate home for the same reason Commander is: smaller deck, easier to find, and the two-player dynamic still rewards combat doubling when your spellshaper commander has the right attack trigger.
