Haru-Onna draws you a card every time a creature enters the battlefield under your control — and bouncing it to replay that trigger is the whole engine. In token-heavy shells that generate mana through Mana Echoes, the card advantage compounds fast enough to justify the three-mana bounce cost several times over.

Commander is the only home where Haru-Onna is genuinely good — token strategies and creature-heavy value decks generate enough ETB triggers to make the draw engine worth a deck slot. In Legacy, Modern, and Vintage it's technically legal but competes with cantrips and draw spells that cost one mana and don't require a creature subtype to function, so it never sees play. Haru-Onna is a Commander card through and through: powerful in the right shell, irrelevant everywhere else.
