Harness the Storm lets you cast a second copy of any instant or sorcery you play from your hand for free — the effect is massive, but it only triggers on spells cast from hand, which locks out graveyard recursion synergies that would otherwise make it absurd. In dedicated spellslinger decks that churn through instants and sorceries naturally, it's a three-mana enchantment that effectively doubles your output.

In Commander, Harness the Storm belongs in spellslinger shells where you're casting multiple instants and sorceries per turn — the free copy adds up fast over a long game, and three mana for a permanent doubler is excellent value at that table. Competitive formats like Modern and Legacy move too fast for a three-mana do-nothing enchantment that requires setup; by the time Harness the Storm is live, the game is often already decided. Pioneer sits in the same boat — the effect is powerful in theory, but the format's efficient threats and interaction don't give you the time to activate it repeatedly. Legacy and Vintage have far more efficient storm and copy effects available, so Harness the Storm doesn't compete there.
