Hankyu takes three tap activations to deal a single point of damage — normally unplayable, but Cacophodon turns each untap trigger into a free activation chain that can machine-gun a table. Outside that specific combo context, it's a bulk rare that does almost nothing.

Hankyu is a Commander card in the narrowest sense: the format's longer games and untap-abuse commanders are the only environment where accumulating three loyalty counters on a one-mana artifact is ever worth the setup. In Legacy and Vintage it's legal and irrelevant — faster, more powerful equipment exists at every price point. Modern sees it just as rarely for the same reason. Commander is where Hankyu occasionally earns a slot, and even there only in decks built around tap-untap loops or ping synergies.
