Hanabi Blast deals 2 damage to any target for two mana — passable rate — but the discard-at-random rider makes it punishing to cast more than once unless you have a way to cheat the cost. Conspiracy Theorist turns that mandatory discard into a free exile-and-cast engine, which is the only context where running Hanabi Blast multiples times becomes a feature instead of a liability.

Hanabi Blast is legal in Commander, Legacy, Modern, Vintage, and Oathbreaker, but it sees essentially no competitive play in any 60-card format where two mana for 2 damage with a random discard is simply outclassed. In Commander, the card exists in a narrow niche: discard-matters and spellslinger strategies that can weaponize or recur the self-discard, particularly alongside commanders that reward casting instants repeatedly from exile. Outside of those shells, a vanilla Shock with a downside doesn't earn a slot in 99-card decks either.
