Haazda Exonerator is a niche piece in Commander, where it slots into persist-combo shells — think Melira, Sylvok Outcast or Nethroi, Apex of Death builds that loop creatures dying and returning with -1/-1 counters. In those decks the enter-the-battlefield trigger is a repeatable resource; everywhere else it's a vanilla 2/1. Pauper is the only competitive format where it could plausibly see play, and even there the bar for two-mana white creatures is high enough that dedicated counter-removal strategies would need to justify the inclusion over more flexible options.
